- PHASE 1: 2001-2005
- The The Norwegian Mission Alliance (NMA) started cooperation with Tien Giang Women’s Union (TGWU) in 2001, their primary agreement was signed on Apr 4th 2002 and approved by Tien Giang People’s Committee to allow TGWU to be NMA’s partner in the micro-finance project. The agreement of four year funding for the period of 2002-2005 was signed in June of 2002 and the project activities were started in September of 2002. At the same time the project management boards of the province, district and commune were established. The pilot project was firstly done in 2 communes: Tan Hung and My Tan of Cai Be district for 310 clients are poor women. Loan portfolio are 269 million VND.
- PHASE 2: 2006-2007
- In 2007, in order to work professionally, the project management board of the district and commune levels were dissolved. The project activities have been implemented as planned and NMA has continued to expand further up to the present time.
- PHASE 3: 2008 -2010
- On October 1, 2010 the project was converted into Tien Giang Capital Aid Fund for Women’s Economic Development (MOM Fund). MOM is a non-profit organization aiming to eradicate hunger, reduce poverty, create jobs to support in the community for difficult women, especially for poor women, marginalised people, vulnerable families in remote areas and sponsor other charity programs.
- PHASE 4: 2011-Present
- Until now, MOM Fund has operated in 172/172 communes / wards / towns covering 11/11 districts / cities / towns in Tien Giang province. MOM Fund is in the process of transforming into MEKONG ONE MEMBER LIMITED LIABILITY MICROFINANCE INSTITUITION which has a structure of one member limited liability company including a management board, director board and professional divisions, all of them have the following duties:
- Strictly complying with the existing law; continuing to improve its legal status to become an independent unit by laws.
- Being professional in operation.
- Finding opportunities and favorable conditions to access various capital sources.
- Broadening the approaching scope to the poor.
- Having favorable conditions to develop products and various services to meet the poor’s need, to help them to break out of poverty in a sustainable way.
